A Foreign Ministry spokesperson on Friday said China has strict and effective control over military trade.
Spokesperson Hong Lei made the remarks in response to a foreign report saying China-made man-portable air defense systems (MANPADS) had fallen into the hands of militants in Iraq and Syria.
"Since 2011, armed groups in Iraq and Syria have acquired dozens of recent generation Chinese and Russian MANPADS, including systems not previously seen outside of government control," said the Geneva-based Small Arms Survey group.
The report also questioned the capacity of countries that purchased the weapons, like South Sudan, to ensure the security of depots.
Hong told a regular press briefing that the report was untrue.
"China does not export weapons to non-state entities or countries and regions that come under the arms embargo sanctions of the U.N. Security Council," he said.
China requires the recipient country to provide end-user and end-use certification and make a clear commitment not to transferring those weapons to a third party without China's permission, said Hong.
