Reform should be prioritized in 13th five-year plan: top legislature

The 13th five-year plan, China's development blueprint for years from 2016 to 2020, should highlight reform as a priority, said a report by the National People's Congress (NPC) Standing Committee.

The report introduced the NPC Standing Committee's field research on major issues concerning the compilation of the 13th five-year plan. It was delivered on Thursday to the ongoing bi-monthly meeting of the country's top legislature.

According to suggestions for the 13th five-year plan in the report, China must continue directing reform towards a market economy so that the market plays a decisive role in resource distribution.

The development plan should also highlight innovation, both technological and systemic innovation. Innovation should be led by enterprises and supported by the government.

The 13th five-year plan should pay special attention to issues of most concern to the people, including income distribution, health and education services, social security, among other livelihood issues.

Another principle the five-year plan must adhere to is the rule of law, according to the report.
