The government has vowed to better support post-doctorate academics and their research, to retain and develop high-level talent.
The General Office of the State Council on Thursday published a document that outlined measures to improve the management and evaluation of post-doctoral research, and promote international exchange.
The document said that by 2020, there should be a "marked increase"in the number of post-doctorate researchers in major universities, research institutes and scientific and technological projects. It also said that there should be more opportunities for foreign talent and Chinese students from overseas.
Party and government officials will not be allowed to take part in the program, according to the document.
Going forward, the document said, reform should focus on career development for individuals so that they will make their skills and research marketable
Post-doctorate researchers will also gain from more government financial support.
