The central government allocated 700 million yuan (109.4 million U.S. dollars) in judicial assistance in 2014 and 2015 respectively, and helped 80,042 people in 2014.

Xu Erfeng, with the Commission for Political and Legal Affairs of the Communist Party of China (CPC) Central Committee, said that the judicial assistance system ensured litigants' lawful rights, and solved disputes.

According to a guideline issued in January 2014, the judical assistance system mainly helps people who suffer due to criminal and civil invasion, yet are unable to receive effective compensation through litigation.

However, judicial assistance will not compensate victims for all losses, but only solve their urgent daily and medical needs, said Wang Minyuan, a researcher with the Institute of Law of the Chinese Academy of Social Sciences.

As problems still exist in the judicial assistance system, the central government will make more efforts to improve it, including shortening administrative procedure to allocate funds, increasing assistance efficiency, enhancing transparency and supervision, and cooperation with other departments.
