An authority of the Communist Party of China (CPC) on Wednesday published a document, urging to improve the work of the association for returned overseas-educated Chinese.
The general office of the CPC Central Committee issued the document of opinions to improve the construction of the Western Returned Scholars Association (WRSA), also called the Chinese Overseas-Educated Scholars Association (COSA).
According to the document, the association's role as a talent pool, think tank and non-governmental diplomatic bridge for the country should be given full play and the association was told to better attract and recommend Chinese overseas students and provide services for them.
The document called on the association to give more political guidance to the returned students and support their innovations and entrepreneurship.
Also, the association was told to work to make the voices and appeals of the returned students heard.
According to the document, the organization system of the association should be improved and its staff and membership should be enlarged.
The authority also called on CPC organizations at all levels to pay greater attention to the construction of the association and give supports in regards of resources, personnel training, favorable policies and other assistance to it.
It also stressed the Party building within the association, saying that a CPC group should be established in it to act as its core leadership.
