The blasts happened within 10 seconds at the conclusion of a football match in the district of Besiktas, and a car was seen burning in front of the stadium, the Haberturk daily said.
Interior Minister Suleyman Soylu put the number of the injured at 20, saying "We're evaluating the possibility of a car bomb."
On pictures sent from the scene, three people were seen lying on the ground, while debris are scattered everywhere.
