Police have detained four people in charge of a foot massage parlor after a fire there killed 18 and injured 18 others on Sunday.
They were detained on suspicion of "very serious dereliction of duty," according to police in Tiantai County, east China's Zhejiang Province.
The fire broke out at around 5:26 p.m. Sunday at the Zuxintang Foot Massage Parlor.
The investigation into the case continues.
