(ECNS) – China's Ministry of Industry and Information Technology on Monday released a revised rule aimed at regulating the photovoltaic (PV) manufacturing industry, saying China will place strict controls on new PV projects that make the industry take on extra capacity and ban construction of those having failed environmental assessments.
The latest rules set stricter requirements for the PV manufacturing industry in areas including project planning and registration, production scale, technology, resource utilization and energy consumption, environmental protection, quality management, safety, hygiene, social responsibility, supervision and management.
According to the rules, for new projects and expansion projects deemed necessary for technological innovation and reduction of production costs, registration with industry and investment watchdogs is required. The minimum capital requirement is 20 percent of the total investment for such projects. And construction can begin only after the project passes an environmental assessment. Exhaust gas and wastewater discharge should meet national and local standards.
The revised rules will help push ahead the Chinese PV industry's restructuring and upgrading, enhance industry management and boost its future development, the ministry said.
