Beijing civil servants' online surfing monitored by 'electronic eye'

(ECNS) -- The disciplinary watchdog in Pinggu district of Beijing has adopted electronic eyes to monitor civil servant computer use and force them to take their duties more seriously, Beijing Youth Daily reports.

Using software, the watchdog has been supervising office behavior across 70 departments since last year. Checking the stock market, playing online games, shopping online and visiting pornographic sites during work hours are all targeted, a leading official commented.

A staff member said that acts will not be recorded if minimal. "I once monitored an IP address and found the owner visited pornographic sites more than 1,000 times during a single day," it was added.

The software can locate offenders based on IP addresses while both their misconduct and neglect of duty are addressed. Those who refuse to toe the line will be reported to the district government, or even removed from their post.

An official said that each case is reported on a monthly basis and that monitoring has proven effective during the past year as no more cases were uncovered.
