(ECNS) -- Beijing is studying plans to implement a strict odd-even license plate scheme on alternate days as cold temperatures mean more people are using heating and that will have a significant effect on the city's air quality, Beijing News reports.
"We are researching the idea. I am not going to avoid it, but it really depends on research results as for how to implement the policy," said Li Shixiang, the executive vice-mayor of Beijing.
The capital is also considering and widely soliciting opinions regarding congestion charging and a point-based system for people to settle here.
Beijing needs integrated efforts to address traffic jams, instead one or two single initiatives, while all measures must be based on scientific assessment, said Li.
The city is confident its number of permanent residents will be controlled to less than 2.3 million by 2020, he added.
He added that Beijing will also integrate with Hebei province and make its neighbor more suitable for future development.
Sectors in Beijing, namely regional wholesale markets, the ordinary manufacturing industry, education and medical treatment, administrative business units and enterprises will be accordingly adjusted and relieved.
