Beijing gives priority to entrepreneurial talent with hukou permit

(ECNS) -- Beijing has released a guideline to attract top talent to work in the capital city and boost entrepreneurship, especially in high-tech and creative industries.

Set up by the Beijing Committee of the Communist Party of China, the guideline promised to relax conditions for bringing in overseas talent and sets no limit on the salaries for top-level professionals.

The city will implement a points-based residency system to entice talent in high-tech fields and cultural creation. A residency permit, known as a hukou, entitles the holder to more public services, but will be increasingly difficult to get in Beijing because the city intends to cap its population at 23 million by 2020.

Priority will be given to entrepreneurs and core teams bringing a certain scale of investment, investment managers and leading players in high-tech, culture and creative companies.

It has abolished compulsory tests for foreign languages and computer skills in applications for professional status.

The city also vowed to facilitate the introduction of overseas talent through supportive measures in social security, child education and housing.

Beijing authorities said the city aims to build a sound human resources management system before 2020 to match its position as a center of politics, culture, international exchange and scientific innovation.

In the guideline, state-owned enterprises will have more freedom to recruit high-caliber overseas professionals and decide payment according to market conditions.

The city also intends to support a flexible educational system, providing more time for students to finish their studies and allowing them to suspend schooling to launch startup companies.

The guidance document supports recruitment of talent to be employed in key foreign affairs and important sporting events, including the 2022 Winter Olympics.

To further underpin the ongoing integration of Beijing, Tianjin and Hebei, the municipal government said it would "maintain a dynamic human resources management system and optimize the talent structure". It will become routine for officials from the other two regions to take temporary posts in Beijing, the report added.
