(ECNS) -- Beijing's transport authority said private cars illegally operating via online ride-hailing platforms will be fined up to 20,000 yuan ($3,000), Beijing Youth Daily reports.

On July 28, China's Ministry of Transport unveiled a new rule that will allow legally registered private cars to offer transport services on online ride-hailing platforms. It told local governments to work out their own standards by November, the paper said.

Before Beijing issues its new policy, all non-registered private cars operating on such platforms will be illegal during the transition period, the city authority said.

Private cars illegally offering services are frequently seen around Beijing's subway stations, according to law enforcement officers, who added that the transport authority would play an active role in the creation of relevant rules, enhancing market supervision during the transition period, and taking onboard the opinions of passengers, operators and drivers.

The Ministry of Transport is committed to working with local governments to jointly push forward reform of the taxi industry, according to the paper.
