Approval by President Xi Jinping, who is also chairman of China's Central Military Commission (CMC), the Chinese People's Liberation Army (PLA) is scheduled in 2015 to clean up the external paid service and the rectification of existing discipline and law violations will be highlighted.
The PLA has set up a leading group in charge of the management of the external paid service cleaning-up. According to a scheme on carrying out the investigation of external paid service issued recently by the leading group, the first phase of the work is to have a thorough investigation of the overall situation of the external paid service since 2013, which will provide an overall precise and reliable basis for formulating a program on the specific procedures of the clean-up and rectification.
It is learnt from the scheme that the investigation will focus on the problems including unauthorized external paid service, expanding service scope, irregular use of the paid service income and having illegal cooperation and advertising, customer-winning and getting commissions etc.
Complaint hotlines and mailboxes will be set up to receive the reports on the discipline and law violations in the external paid service and put the clean-up work under the supervision of the PLA troops.
Those responsible leaders and relevant personnel will be seriously held accountable once they are discovered to conceal problems or make false reports, the scheme said.
