Xi, chairman of the Central Military Commission (CMC), urged officers and soldiers stationed on Heixiazi Island to work together to build a strong army.
Xi encouraged officers and soldiers to equip themselves with the theories of the Communist Party of China (CPC) and foster a combat style featuring valor and tenacity.
He also called for more vitality in troops through reform and innovation, in addition to strengthening management and rule of law.
Xi went to the Dongji outpost on the island, which lies at the confluence of Heilong and Wusuli rivers. At a watchtower he chatted with sentries.
"The Party and CMC have always cared for you." Xi told them, "Thanks for your hard work."
In a command office, Xi told staff to regard the island as their home and be loyal in performing their duties.
Soldiers' quality of life is a concern for the president, who asked if they felt cold at night and how their diet was. He also walked into soldiers' dormitories to see their living conditions for himself.
Authorities at all levels should care for soldiers, listen to their voices and respond to their expectations, Xi said, adding that they should adapt to the new command system and improve their work styles.
