A Chinese UN envoy said Wednesday that to strengthen triangular cooperation in peacekeeping operations, improving their mandates is a precondition.
At a Security Council meeting on the triangular cooperation, namely between the UN Security Council, the troop/police-contributing countries (T/PCCs) and the UN Secretariat, Wu Haitao, China's deputy permanent representative to the United Nations, stressed the mandates of peacekeeping operations should adhere to the purposes and principles of the UN Charter.
He said the basic principles guiding peacekeeping operations should be closely aligned with the fundamental goal of a political solution to conflict or instability.
The formulation of the mandates, for which the Security Council is responsible, must be tailored to conditions on the ground and correspond to the needs and actual situations of the countries concerned, he noted.
The mandates of peacekeeping operations should be clear and specific to facilitate political solutions, Wu said, adding the priorities and focus of each phase need to be updated continuously according to the dynamics and needs.
At the meeting, UN Undersecretary-General for Peacekeeping Operations Jean-Pierre Lacroix said strong triangular cooperation is crucial for enhancing peacekeeping operations.
The common work of the council, the T/PCCs and the secretariat, along with other stakeholders, will be key to ensuring continued progress, he said, adding the benefits of the triangular cooperation apply to the safety and security of the peacekeepers, as well as to the performance of the operations.
