"All" refers to everything or everyone.

     We all die.

"Whole" means complete.

     You need a whole pack of cards to play.

You don't use "whole" with uncountable nouns. You say "all the money", not the whole money.

You use "all of" with object pronouns such as "them".

    Which cake do you like? I like all of them
