A travel agency in Shanghai is being investigated and may face a fine of up to 500,000 yuan ($79,380), after local authorities found that it was organizing an outbound tour without the proper authorization, the city's tourism bureau said Tuesday.
Local authorities carried out a random inspection on outbound tour groups departing from Shanghai Pudong International Airport last week, discovering that the agency had never reported the tour group to authorities as legally required.
