CPC stresses human resources management

The General Office of the Communist Party of China (CPC) Central Committee has called for efforts to improve the Party's human resources management work and to create a large, high-quality talent pool for the country.

Party organizations should be the key leadership in human resources management, ensuring that the Party's relevant policies are completely implemented, the office said in a circular published Wednesday.

Efforts should be made to create an environment where capable people can stand out and their talents can be best utilized, the circular said.

The Party's management work in the human resources field should be focused on significant issues, including planning the talent development strategy, formulating and implementing major human resources policies, coordinating relevant forces in this regard and providing better services for talents, the circular said.

Furthermore, while managing human resources, Party organizations should act within their power limits and refrain from meddling in the work of other departments, the document said.

The circular also called on Party organizations to follow the objective laws for talent development in their work and respect the market's role in the optimization of human resources.

The circular called on government departments in charge of human resources and social security work to take an aggressive role in formulating human resources policies, building a service system for talents and fostering and promoting the human resources market.

Employers should follow relevant Party policies and pay attention to the construction, enrichment and use of their talent pools, the circular said.

Moreover, the circular urged deepening the reform of the official and cadre selection systems as well as the reform of the personnel system in the country's state-owned enterprises and government-sponsored institutions.

The circular also encouraged greater commitment to the country's social organizations and non-Communist forces in providing services for talents.

Moreover, to make innovations in human resources management, the circular urged the construction of a scientific decision-making mechanism in this field.

Decision-makers should listen to public opinion and expertise on major issues that matter to comprehensive economic and social development, and important human resources policies and measures should be in line with other relevant policies and measures, the circular said.

Work to promote talent development should be coordinated with economic and social development, and high-level and high-caliber personnel should be key in efforts to build talent pools, it said.

The circular further ordered more efforts supporting the building of talent pools in the country's rural, ethnic, remote and impoverished regions, adding that talented people should be encouraged to work in such regions.

Moreover, fostering domestic talent and recruiting overseas wisdom should both be promoted, the circular said.

People with different talents should be properly trained, evaluated and stimulated in accordance with their different characteristics to bring out their best.

The circular also encouraged the utilization of modern technological measures, such as the Internet and information technology, in human resources management.

In addition, the circular pledged more personnel investment, funding and preferential policies for human resources management work.

Society should provide an environment where the public respects and learns from capable people, where innovation will be encouraged and failure can be tolerated and where talents can be treated well and compete in a fair and transparent manner, the circular said.

The circular further vowed a favorable legal environment for talent development.
