China is to establish a system of recording and grading voluntary work, according to a draft regulation released by the Ministry of Civil Affairs on Thursday.
The draft sets out rules to record hours worked, excluding time spent in traffic and award stars depending on the number of hours spent volunteering. Individuals who work for 100 hours will be recognized as one star volunteers, 300 hours as two star volunteers, 600 hours as three star volunteers, 1,000 hours as four star volunteers and 1,500 hours as five star volunteers.
The draft also says organizations that use volunteers must appoint staff to administer the information and evaluate voluntary work.
The intention is to promote public enthusiasm for volunteering. The draft suggests that employers and academic institutions should show a preference for hiring or enrolling people with good volunteering records.
It also says organizations that rely on volunteers should try to offer them free services as an incentive.
The draft is on the ministry's website for public comment until Oct 10.
