Nature of the CPPCC

The CPPCC is a Chinese peoples patriotic united front organization. It is an important institution of multiparty cooperation and political consultation led by the CPC. It is an important way to promote socialist democracy in Chinas political activities .

As Chinas broadest possible patriotic united front organization, the CPPCC carries out the principle of "great unity, great solidarity and embracing all representative figures". Its units consist of the CPC, eight democratic parties, personages without party affiliation, eight major mass organizations including the Communist Youth League of China, All-China Federation of Trade Unions, All-China Womens Federation, All-China Youth Federation, All-China Federation of Industry and Commerce, China Association for Science and Technology, All-China Association of Taiwan Compatriots and All-China Federation of Returned Overseas Chinese , representative figures from 56 ethnic groups and five major religious groups in China, representatives from compatriots in Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan as well as returned overseas Chinese, and representative figures from other circles. The CPPCC features the extensive organizational representation and the great political inclusiveness and truly shows the great unity and great alliance of the entire Chinese nation.

As an important institution of multiparty cooperation and political consultation led by the CPC, the CPPCC plays an important role in developing the cause of the Chinese socialist multiparty cooperation. Within the CPPCC, all democratic parties can air opinions about state and local important affairs and major problems arising multiparty cooperation through various forms in their names, conduct political consultation, exercise mutual supervision together with the CPC and help raise the CPCs governing capacity and their self-improvement.

The CPPCC is an important institution for developing socialist democracy in Chinas political activities. There are two important forms of socialist democracy in China - people can exercise their rights through election and voting, and consensus on the matters of common concern is reached through full consultation among the people prior to major decision-making. The CPPCC is an important channel and means for exercising consultative democracy. Personages from all political parties, mass organizations and ethnic groups and various sectors of society participate in the deliberation of state affairs through consultation at the CPPCCs meetings and in its activities. This is a vivid reflection of expanding peoples democracy and ensuring that they are masters of the country.

While leading the Chinese people in the great practice of exploring socialism with Chinese characteristics, the CPC has established the system of peoples congresses, the system of multiparty cooperation and political consultation led by the CPC, the system of regional ethnic autonomy and the system of self-management among the people at the grassroots level, which are compatible with Chinas national conditions and state system and formed the basic framework of Chinas political system. The CPPCC is an important political and organizational form for implementing the basic political system of multiparty cooperation and political consultation led by the CPC and an important component of Chinas political system. It plays an indispensable role in the countrys political activities.

Politically, the CPC is the ruling party and the leading core of the cause of socialism with Chinese characteristics. The NPC is the organ of state power. The peoples government is the organ for the exercise of state power and for the administration of state affairs. The CPPCC is an important institution of political consultation, democratic supervision and participation in the deliberation and administration of state affairs for all democratic parties, mass organizations and representative figures from all ethnic groups and various sectors of society. The relationship between the CPPCC, the NPC and the government is that the CPPCC conducts consultations before policy decisions are made while the NPC votes on policy decisions after the consultations are finished and the government carries them out after policy decisions are made. Under the leadership of the CPC, the CPPCC, the NPC and the government assume their own responsibilities respectively according to laws and the charter, coordinate efforts to work, perform their own functions and complement each other.
