China agreed to the deployment of a UN intervention force in the Democratic Republic of Congo (DRC) "as an exceptional case," a Chinese envoy said here on Thursday.
Li Baodong, China's permanent representative to the UN made the remarks at a Security Council meeting, where the members unanimously adopted Resolution 2098 establishing an "Intervention Brigade" within the UN Organization Stabilization Mission in the DRC (MONUSCO) "for an initial period of one year."
"China is seriously concerned about the worsening security and humanitarian situation in the east of the DRC," Li said. "We hope that the parties concerned will escort for the Resolution 2098, take effective measures to implement the peace, security and cooperation framework for the DRC and the region."
China agrees to the deployment of an intervention brigade within MONUSCO as an exceptional case, which will not "constitute any precedent" nor "does effect to the UN' continued adherence to the peacekeeping principles," including consent of the parties, impartiality and non-use of force except in self-defense or in defense of the mandate, the Chinese envoy stressed
"We hope that the MONUSCO will continue its efforts in communicating and coordinating with the government of the DRC and strictly abide by the mandate as conferred by the Council so as to make a greater contribution in helping DRC in achieving long-term security," Li said.
The ambassador also expressed "resolutely support" for the efforts made by the government of the DRC in maintaining national sovereignty, territorial integrity, security and stability.
"We commend the United Nations African Union and the relevant regional organizations for their positive role in addressing the problems in eastern DRC," he added.
