Students at Peking University are complaining that their canteens are still short of steamed buns despite a policy restricting non-students from purchasing the cheap buns, the Beijing News reported.
To prevent others from taking advantage of the government's canteen subsidy for students, the university set a policy that non-students could not buy more than three steamed buns at a time. A cafeteria staffer said the quota was only a suggestion and they could not enforce it with customers such as retired teachers and their families.
