The Guangzhou Intermediate People's Court refused Saturday to accept Ji Zhongxing's appeal against the Guangdong Provincial Public Security Department, which had been requesting that the authorities reveal the details of the investigation into his "intentional injury" case.

Ji, 33, a wheelchair-bound man, was sentenced to six years in prison on October 15 for setting off a home-made explosive device at the Beijing Capital International Airport in July. He claimed that he was beaten by public security officers in Dongguan, Guangdong province in 2005, which had caused his paralysis.

On August 1, Ji's lawyer, Liu Xiaoyuan, sent letters to the Guangdong Provincial Public Security Department requesting them publicize the details of Ji's case.

The department replied that the information was outside of the scope of government information that should be publicized.

On October 18, Liu went to the intermediate people's court in Guangzhou to file an administrative indictment against the provincial public security department, asking the department to withdraw the reply and publicize the investigation results.
