The Beijing government has proposed a fine of up to 1,000 yuan for residents who have allowed their pet dogs to remain unvaccinated against rabies, the Beijing Times reported.
There are more than one million dogs in Beijing, said Zhang Xuebing, a member of the Standing Committee of the Beijing Municipal People's Congress.
In Beijing's rural areas, the police department will help register and vaccinate dogs every May. In the urban areas, vaccination spots will be set up every five kilometers. Vaccinated dogs will also wear tags to distinguish them from unvaccinated ones.
