The government of Tongchuan, Shaanxi province, will buy insurance for the city's residents to compensate good Samaritans and victims of natural disasters, Huashang Daily reported on Dec 6.
The government will pay 1 yuan ($0.16) for each resident. It guarantees that the family of those who die, or those who are injured in a disaster or in helping others, can be paid by up to 55,000 yuan from the insurance.
The city has a population of 860,000.
