Wang Changlun, director of the Civil Affairs Bureau Rescue Center, recently claimed that his organization will implement online management to rescue homeless people and beggars. The number of people seeking aid at rescue stations is over 17,000 in Beijing annually, the Beijing News reported.

However, many homeless people turn down government aid because they hate to be seen as social inferiors. Many make a living by scavenging through trash for material to recycle, an activity that can generate quite a bit of income.

Wang said that the center will focus on persuading the homeless to accept help, and providing them with coats, quilts and food to prevent them succumbing to exposure in severe winter weather.
