According to the Beijing Municipal Commission of Transport, as of January 1, car sharing will not be regarded as illegal if a formal contract is signed, the Beijing Daily reported.
The commission has identified car sharing as people with the same travel route making the journey in one private car; the commission encourages car sharers to sign a contract that covers the specific route, liability, and cost allocation.
According to the traffic law enforcement department, temporary car sharing that takes place without a contract will still be considered unlicensed taxi cabs, like the touts who trawl for passengers near bus and subway stations. Those car owners will be fined 3,000 to 20,000 yuan.
