The Hong Kong Government says it is the common aspiration of the Central Authorities, the Hong Kong Government and the public at large to implement universal suffrage for the Chief Executive election in 2017 in strict accordance with the Basic Law.
Implementing universal suffrage is a constitutional responsibility and an important policy objective for the Chief Executive and the current term Government, which fully respects people's rights to take part in processions and their freedom of expression as enshrined in law.
The 'Consultation Document on the Methods for Selecting the Chief Executive in 2017 and for Forming the Legislative Council in 2016' has been published to begin a five-month public consultation, during which time the Government will listen to public views with an open and accommodating approach, while calling on people to share a rational and inclusive attitude towards expressing views, to narrow differences and forge a consensus on the issue.
Regarding the "voting" undertaken by some community groups today, the Government reiterated there is no such valid arrangement under Hong Kong's constitutional framework.
Any views or proposals to be put forward on the selection of the Chief Executive in 2017 by universal suffrage must conform with the Basic Law and relevant NPCSC decisions. They should stand a reasonable chance of being endorsed by the Legislative Council, must be given consent by the Chief Executive and approved by the NPCSC, and be practicable in terms of implementation.
