Inspector-General of Police Khalid Abu Bakar said investigation of the 227 passengers of the MH370 revealed that they were "free" from the four elements.
The police were still investigating the cabin crew, including the pilot and the co-pilot.
Malaysia's top police official also said that authorities may never learn what caused the disappearance of the plane, as a three-week-long criminal investigation has so far been inconclusive.
The search for the missing MH370 resumed on Wednesday, despite Australian officials warned that bad weather and a lack of reliable information were seriously impeding efforts to locate the plane's wreckage.
Two Chinese ships searching for MH370 in the southern Indian Ocean retrieved a beacon late Tuesday, said an embedded Xinhua reporter.
