China's first civil aviation base for emergency rescue has begun operations in Anyang, in central Henan province. The base is a milestone in the country's general aviation development as well as its emergency rescue.

Helicopters used for emergency rescue have long been reserved exclusively for the military. The establishment of the civil aviation base for emergency rescue is going to change that.

"The first thing we are going to change is the construction of more helicopter bases, also providing refuelling and maintenance. I spent the last six years establishing the first base, but we will soon copy the model across the country. By 2020, we will be able to cover 80% of China's territory, 24 hours a day." Zhang Zixuan, director of Promotion Center For Emergency Assistance, said.

Setting up a training center for rescue specialists was the first crucial step. It provides training for all kinds of talents, including pilots and ground support staff.

The establishment of emergency rescue bases is just in its start-up phase in China. However, building such a network may save many lives in the years to come.

The project will absorb private funds. According to its major founder, tourism and transport services will also be introduced in order to help cover the cost.

"We have managed to gain support from both the government and private investors. We plan to build 800 landing sites in Henan Province. They could be used both for emergency rescue and tourism." Li Lu, Executive Director of Cloud Star Holdings Limited, said.

42 helicopters and 300 staff are so far ready to work at five bases in Henan province. The first group of students is being sent to the US for training.
