The Legislative Office of China's State Council has begun to solicit public opinion on a draft national defense transportation law.
China first issued a regulation on national defense transportation in 1995. The draft law improves coordination among infrastructure, material storage, transportation facilities and different departments.
The draft law encourages civilians and organizations to build, purchase and operate civilian vehicles suitable for defense through tax breaks and other policy supports.
Organizations and individuals are not allowed to transfer civilian vehicles suitable for national defense to foreign individuals or organizations without permission from provincial-level departments, according to the draft law.
The draft law also clarifies punishments for dereliction of duty, corruption, embezzlement and leaking secrets about national defense transportation.
Individuals and public organizations can visit www.chinalaw.gov.cn or send letters and emails to share opinions on the draft law. The deadline is Sept 15.
