Coal-rich Shanxi aims to eliminate all coal check stations by the end of 2014.
Coal-involved charges and fees has been collected since the establishment of coal inspection stations via the road in Shanxi province since 1983, which to some extent increases the cost of coal transport and sales and fosters potential bribery, the removal of coal check stations marks the reform of Shanxi coal transportation and sales system. The reform is expected to save the cost of more than 13 billion yuan ($2.1 billion).
Since May 2013, coal road transportation should be traded at the Taiyuan Coal Transaction Center. This year Shanxi steps to clean up unreasonable coal tax and fees for the purpose of easing coal producers' burdens and reforming its coal industry and maintaining sustainable growth. Coal-involved fees and charges unapproved by the provincial government will be prohibited.
