The Hong Kong Special Administrative Region government will soon start the second phase of the public consultation on political reform, Hong Kong's chief executive Leung Chun-ying said here on Monday, adding he believes there is sufficient time to complete the task.
Speaking to media, Leung said the National People's Congress Standing Committee decision on constitutional development in August has set out a framework for this round of consultation, and he urged people to be rational and pragmatic in voicing their opinions.
In the wake of the Occupy movement, it should be understood that universal suffrage proposals must comply with the Basic Law and the committee's decisions, he said, adding that non-compliant proposals are impossible to achieve.
The central government, the HKSAR government and he himself have the determination to win the people's support and implement universal suffrage in 2017, Leung added.
