The publicized financial position of local governments is stubbornly opaque, a study by Tsinghua University's School of Public Policy and Management revealed on Monday.
The study, based on a survey of China's 289 prefecture-level and higher cities, found that only 13 cities, or 4 percent of the total surveyed, disclosed their level of funding and debt.
Only two cities actually fully publicized the debt level.
