Beijing (CNS) -- A "national standards" item proposed as an addition to the draft "Cleaner Production Promotion Law" is under discussion, introduced by member Wu Xiaoling of the Standing Committee of the National People's Congress.
Specifically, it proposes energy consumption and emission standards be written into law and coordinated with financial subsidy policies, in order to encourage well-qualified firms and restrict big energy consumers, Wu said.
Another member, Lv Wei , echoed Wu's concerns by suggesting that not only should the standards be clearly drawn, but companies must be exposed to public supervision of their clean up process.
All production units must be standardized, pointed out member Xie Kechang, including technology, facilities and products.
Another key component is to specify the law enforcement body, since no organization has been appointed or organized to carry out the regulations in the draft, added Xie.
No clean up promotion is feasible if no enforcement body is specified, commented Xie.
