Hong Kong (CNS) -- A man from China mainland has been given 12 months in prison for forging documents that made it possible for him and his wife to arrange the birth of their child in Hong Kong.

The 29 year old man bought two counterfeit e-tickets transferring from Hong Kong for Djakarta. The young man and his wife were interrogated by Custom authority when trying to use the fake ticket to enter Hong Kong, and his wife gave birth to a baby during the period of investigation. The most severe sentence for a conviction on document forgery in Hong Kong is 14 years.

Before the Hong Kong Government announced a prohibition in late 2011, thousands of pregnant mainlanders flocked to Hong Kong to deliver babies so their children were entitled to a Hong Kong ID, or simply to evade the family planning policy.
