Guangzhou (CNS) – Only 21 plates were auctioned Tuesday at the first license plate auction and lottery in Guangzhou, capital of South China's Guangdong Province, a signal that few people are willing to pay for plates since the local government starting limiting car registrations in July.

More than 4,000 plates were on auction, including 523 offered to organizations and 3,840 to individuals. The minimum auction price for both was set at 10,000 yuan (1,577 US dollars), while average plate prices for private cars and company cars were 22,822 yuan (3,599 US dollars) and 25,515 yuan respectively.

The authority said it will allot 120,000 plates a year, 60 percent for lotteries and 40 percent for auctions. 5,640 people won plates in Tuesday's lottery, working out to odds of more than 1 in 12.
