中国启动碳排放权交易试点 致力低碳发展

联合国气候变化多哈会议前夕，中国国家发改委21日在北京发布《中国应对气候变化的政策与行动》2012年度报告，介绍中国2011年以来应对气候变化采取的政策与行动及取得的成效。报告指出，中国为应对气候变化，自2011年起开展碳排放交易试点，目前北京、上海、广东三省市已启动碳排放权交易试点。

Beijing (CNS) -- The National Development and Reform Commission (NDRC) released the report "China's Policies and Actions for Addressing Climate Change 2012" on Wednesday ahead of the upcoming Doha Climate Change Conference.

According to the report, the Chinese government has carried out experiments in carbon exchange in seven provinces and municipalities, including Beijing, Tianjin and Shanghai, since 2011. A carbon emission rights trading exchange was launched in Guangdong province, Beijing and Shanghai in 2012, said the report.

Last year the Chinese government issued the Work Plan for Controlling Greenhouse Gas Emissions During the 12th Five-Year Plan Period, which puts forward the overall requirements and aims for reducing emissions of greenhouse gases by 2015, the report said.

Green and low-carbon development is China's only choice if the country hopes to realize sustainable growth, said Xie Zhenhua, vice chairman of the NDRC, at the report's release conference.
