记者14日从中国公安部交通管理局获悉,该局近日下发通知,要求各地公安机关交通管理部门切实采取有效措施,保障执行紧急任务的救护车、消防车、工程救险车等特种车辆的特别通行权利,建立和完善应急处置工作“绿色通道”,最大限度确保民众生命和财产安全。
Beijing (CNS) -- Police should prioritize ambulances and other emergency vehicles on roads, according to a regulation issued Monday by the traffic administration bureau of the Ministry of Public Security.
The regulation said police should respond instantly to citizens' requests for help via telephone, text message or microblog. When necessary, police should also provide the latest traffic conditions, control traffic lights and redirect traffic flow.
Police can order other vehicles to make way for emergency vehicles and provide escorts for them, the regulation added. Those who don't give way for emergency vehicles are subject to severe punishment and fines.
A patient died recently in an ambulance that took 40 minutes to travel less than 3 kilometers in Beijing. Many drivers did not get of its way.
China's traffic laws stipulate that motorists should give emergency vehicles the right of way. However, that law has not been effectively enforced, partly because it's too general, analysts say.
