Though evidence points to these chemical plants as the polluters, the environmental department said it's hard to make specific plants responsible for the damage.
Meanwhile, the local government said it has taken measures to control the pollution. A total of 50 million yuan ($8 million) was allocated to transform underground pipelines into open trenches in 2013, which make it easier to collect and treat wastewater.
An official at the department said the agency will upgrade the capacity of sewage treatment works by introducing successful methods developed by Singaporean businesses.
