(ECNS) -- An explosion rocked an arsenal in Hengyang city, Hunan province, at 4:45 pm Tuesday, killing 17 military officers and soldiers who were stacking ammunition on the spot, Xinhua reported on Wednesday.

Further investigation is under way.
