(ECNS) – Beijing is building a "grassroots anti-terrorism network" that includes ordinary citizens.
In the Yuetan area in the city's Xicheng District, over 600 people have been mobilized to serve as "intelligencers," including shoe makers, vegetable vendors, newsstand owners and parking lot attendants.
A total of 2,400 "community managers" have also been asked to report suspicious individuals or activities.
Beijing has formed a team of 2,700 plainclothes cops to patrol public areas. Most of them are high-ranking police officers.
