China announced Wednesday it would encourage private investment in the elderly care service industry to help with its aging population.

中国周三宣布,将鼓励民间资本参与养老服务业的发展,以助力应对人口老龄化问题.

"养老服务业"可以用 elderly care service industry 表示,是为老年人提供生活照顾和护理服务（nursing service）,满足老年人特殊的生活需求和精神需求的服务行业.面对人口老龄化（aging population）问题,如何养老也备受关注,各类养老服务应运而生,如居家养老服务（home-based care service）、社区养老服务（community nursing service）等.

意见提出,鼓励民间资本运营养老服务设施（elderly care facility）,如养老院（nursing home）和老年人活动中心（recreation center for the elderly）.各级卫生计生行政部门要对养老机构设立医务室（ clinics）等医疗机构（medical institution）给予大力支持.

根据意见,民政部本级和地方各级政府用于社会福利事业的彩票公益金（welfare funds collected through lottery sales）,要将50%以上的资金用于支持发展养老服务业,并随老年人口的增加逐步提高投入比例,其中支持民办养老服务（private-owned elderly care service）的资金不得低于30%.
