In early January, 2012, Li Qi'an, a class-4 chief petty officer of a destroyer flotilla under the Navy of the Chinese People's Liberation Army (PLA) who had completed the promotion training and returned to his troop unit, mailed his new achievement to Min Rui, his tutor at the PLA Navy Non-Commissioned-Officer (NCO) School: the verification parameters of a type of naval gun in practical operation. It is an important component of the scientific research project entitled The Teaching Demonstration System of a Type of Naval Gun, which is chaired by his tutor and participated in by him. The parameters will greatly accelerate the schedule of this scientific research project.
According to Wang Cuncai, director of the Training Department of the PLA Navyl NCO School, the NCO promotion training program of the PLA Navy with experts and professors of various specialties selected as tutors has enhanced the NCOs' capability of addressing technical problems, stimulated their enthusiasm for innovation and effectively improved the quality of the NCO training.
The school has provided tutors for each of the 18 NCOs attending the first promotion training course. They all participated in the research of projects related to their specialties, which served as a platform for them to expand their capabilities.
