Hosted by the National Civil Air Defense Office of the People's Republic of China, the national civil air defense information-based concentrated training was opened on September 3, 2012 in Nanchang, capital city of east China's Jiangxi province. The training will run to September 6.
On the training site, the reporters learned that China has been constantly intensifying civil air defense information construction in recent years, with the capability in converting from peacetime to wartime and vice versa, early warning capability, command and control capability, overall protection capability, emergency rescue capability and comprehensive support capability of civil air defense improved significantly.
Based on the building of civil air defense communication and warning and command automation, the civil air defense information construction is developed along with the process of the information construction of the country and the military. According to statistics, the civil air defense information infrastructure network of China connected with provinces and cities has taken initial shape as evidenced by the fact that over 80 percent of provinces, autonomous regions and municipalities have established regional optic-fiber communication network with warning sound coverage up to over 95 percent, the area of protection works has increased substantially and the construction of trunk lines of urban underground traffic and others has basically given consideration to the needs of civil air defense.
Zhang Qinsheng, deputy chief of general staff of the Chinese People's Liberation Army (PLA), Wang Jiaocheng, deputy commander of the Nanjing Military Area Command (MAC) of the PLA, and Wang Kebin, deputy director of the Operation Department of the General Staff Headquarters of the PLA and deputy director of the National Civil Air Defense Office, were present at the opening ceremony.
