Following the occurrence of the earthquake in Yiliang of southwest China's Yunnan province, Liao Xilong, member of Central Military Commission (CMC) and director of the General Logistics Department (GLD) of the Chinese People's Liberation Army (PLA), made timely instructions requiring GLD leading organs and troop units to firmly implement a series of directions and requirements made by the Central Committee of the Communist Party of China (CPC), the State Council, the CMC and President Hu Jintao and provide strong logistics support for the people in the quake-hit area as well as the disaster-relief troops.
Liu Yuan, political commissar of the GLD of the PLA, hosted the logistics support task deployment meeting to support local quake fighting and disaster relief. The meeting called for well-organized support of food, drinking water, fuel supply, health and disease prevention, traffic and transportation, camping and others for the disaster relief troops.
According to the briefing made by the leader of the GLD Headquarter, after the earthquake occurred, the GLD was prompt in setting up emergency working group and issued urgent instructions to provide logistics support for the earthquake fighting and disaster relief. Meanwhile, the GLD coordinated the Eastern Airlines to carry 38 people from the Earthquake Fighting and Disaster Relief Commanding Group under the Yunnan Provincial Military Command (PMC) and the Kunming General Hospital in a plane from the Kunming Airport to the Zhaotong Airport in Yunnan province at 01:20 on September 8.
Organized by the GLD, the Third Military Medical University of the PLA dispatched a 20-people medical detachment and the Logistics Engineering University of PLA dispatched a 16-people clean-water and power-supply support detachment. Both detachments arrived at the disaster-hit areas on the evening of September 8 and quickly started relief work.
The Wuhan Rear Base of the GLD, the Supply and Support Bureau directly under the GLD and other units have finished the material shipping and emergency delivery work.
Following the requirements and instructions made by the CMC and the PLA headquarters/departments, the Joint Logistics Department of the Chengdu MAC took immediate actions. A logistics sub-department of the Joint Logistics Department organized an emergency military service station, the Kunming General Hospital organized a field medical clinic, the General Hospital under the Chengdu MAC organized a field medical team, and the No.44 Hospital of the PLA organized a medical team as disaster-relief force. They all arrived at the disaster-hit areas on the morning of September 8 and quickly began the relief operations.
At the same time, the Chengdu MAC appropriated an emergency relief fund of 9 million yuan to finance and prepare 47 items in 4 categories of provision, bedding and clothing, medical service and camping. The loading of nearly 11 tons of relief supplies has started at 09:00 on September 8 for delivery.
