PLA grassroots culture working conference held

The working conference on grassroots culture of the Chinese People's Liberation Army (PLA) was unveiled on September 10, 2012 in Hangzhou. Xu Caihou, member of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and vice chairman of the Central Military Commission (CMC), attended the meeting.

Xu Caihou pointed out that strengthening grassroots culture construction is an inevitable requirement for thoroughly implementing the scientific outlook on development, consolidating and improving combat power of troop units as well as promoting the all-round development of officers and men. All the PLA troop units should vigorously strengthen grassroots culture construction in light of the missions and tasks undertaken, constantly enhance combat spirit of officers and men and strive to push forward the scientific development of grassroots culture construction at a new starting point.

Li Jinai, member of the CMC and director of the General Political Department (GPD) of the PLA, stressed that it is imperative to actively innovate and develop the contents, forms and means of grassroots culture, constantly enrich the cultural life of troop units and meet the increasing spiritual cultural needs of officers and men, so as to strive to upgrade grassroots culture construction to a new level.

The main tasks of the conference are to earnestly study and implement the instructions and requirements of CMC Chairman Hu Jintao and the CMC on strengthening cultural construction of military barracks, focus on studying issues including promotion of cultural activities at military barracks, cultivation of backbone force and construction of facilities and equipment, so as to constantly enhance the normative, systematic and scientific grassroots culture construction, and strive to open up a new situation in grassroots culture construction.
