Regulations of grassroots military officers issued

The General Staff Headquarters (GSH), the General Political Department (GPD), the General Logistics Department (GLD) and the General Armaments Department (GAD) of the Chinese People's Liberation Army (PLA) recently issued the Regulations on Management of Grassroots Military Officers of the Chinese People's Liberation Army (hereinafter referred to as the Regulations), which is the first important legislative document of the PLA to comprehensively regulate the management of grassroots military officers.

Based on related laws and regulations including the Law of the People's Republic of China on Officers in Active Service and the Outline of Grassroots Construction of the People's Liberation Army, the Regulations set systematic specifications for the allocation, replenishment, cultivation, selection and appointment, transfer and exchange, security and welfare as well as retirement for grassroots military officers.

The promulgation and implementation of the Regulations is of important significance for uplifting the level of scientific and standardized management of grassroots military officers and promoting the scientific development of the PLA army building.

The Regulations consists of 40 articles in 9 chapters, which clarify the standards for allocation proportion of grassroots military officers of different types of troop units in different time periods, specify the policies on grassroots officers' service as soldiers, training at academies, on-the-job promotion, vacation, and demobilization and transfer to civilian work, and set candidate conditions and procedures for promotion in advance, selection by and transfer to leading organ, targeted exchange and non-work transfer. The Regulations also puts forward hard requirements on the focuses and proportion of officer candidate replenishment and the specialism-matching ratios.
