Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, recently signed the order to promulgate the Decision of the Central Military Commission on Revising the Regulations of Family Planning in the Chinese People's Liberation Army (the Decision), which took effect on June 30, 2014.
The Decision specifies the criteria, approval methods and service and management regulations for military personnel to have two children if one of the parents is a "single child".
The promulgation of the Decision is of great significance for implementing the "second child for one-child family" policy in the military and protecting the reproductive rights and interests of the servicepersons.
