The General Staff Headquarters (GSH) of the Chinese People's Liberation Army (PLA) recently issued a notice to deploy the rating work for the PLA first-class military training troop units at division and brigade levels (hereinafter referred to as the rating work) in 2014.
The rating work in 2014 transformed from focusing on evaluating individual's capability to the overall capability appraisal of command-and-staff organs and troop units, and from one-time appraisal at the end of each year to comprehensive evaluation during the whole year and in the entire process based on a thorough examination on troop units' training management and overall training quality, according to a leader from the Military Training Department under the GSH of the PLA.
The rating work will adopt unified guidance and supervision by the GSH, and specified organization and implementation by various military area command (MAC) of the PLA, military services and arms of the PLA, the Chinese People's Armed Police Force (APF), the Headquarters of the General Logistics Department (GLD) of the PLA and the Headquarters of the General Armaments Department (GAD) of the PLA, according to sources.
The notice also stressed that it is necessary to take the rating work as an important measurement to examine troop units' combat capability and training level, set up specific combat-power standards and select the first-class troop units that are capable to fight a battle and win the battle.
